On January 14, 2026, a fatal workplace accident occurred at a construction site in Tsuen Wan, Hong Kong. The incident resulted in one worker fatality and two worker injuries.
Incident Details:
Several oxy-acetylene cylinders fell from a container during a lifting operation and struck workers positioned underneath. The lifting operation was being conducted to move the container holding the cylinders.
Casualties:
• One worker deceased
• Two workers injured
Immediate Response:
The Hong Kong Labour Department commenced an immediate on-site investigation upon notification of the accident. Suspension notices were issued to the contractors involved, effectively halting the lifting operation at the site. Contractors cannot resume work until the Labour Department is satisfied that suitable risk mitigation measures have been implemented.
Investigation and Enforcement:
The Labour Department will complete the investigation to identify the root cause, ascertain liability of duty holders, and recommend preventive measures. Legal action will be pursued if violations of work safety legislation are identified.
Safety Recommendations:
To prevent similar incidents involving loads falling and striking workers, employers must ensure:
1. Loads are safely and securely connected to lifting gear before lifting operations commence
2. Container gates holding loads are properly locked or fastened
3. Lifting zones are demarcated and barricaded with restricted access during operations
Legal Framework:
Under the Occupational Safety and Health Ordinance, employers are required to provide safe working environments, plant, and systems of work. Violations carry maximum penalties of HKD 10 million fine and two years imprisonment.

The Labour Department will provide assistance to family members of the deceased in claiming employee compensation, coordinate with the Social Welfare Department for additional support, and issue a Work Safety Alert to industry stakeholders.
