About the Role
The Subsea HSE&C Advisor is a key member of the project team, embedded within the define and execute phases to ensure health, safety, security, environmental and compliance (HSE&C) requirements are fully implemented across fabrication facilities, work sites, and other assigned locations.
The role focuses on supporting safe project delivery, monitoring contractor performance, and driving continuous improvement in HSE&C culture and performance throughout the project lifecycle.
Key Accountabilities
Support the client HSE&C Team Lead in managing health, safety, security, environmental, regulatory and risk requirements for project delivery at fabrication yards, work sites and other designated locations.
Monitor contractor compliance with their HSE&C management systems and contractual requirements, maintaining a strong and visible presence on site to support effective safety management.
Ensure the safety of the client Project Management Team at assigned locations and provide regular feedback on contractor and project HSE performance using IRIS incident data and trends.
Support the HSSE Team Lead in building HSE and risk management capability at the location and provide HSE support to the Site Delivery Lead as required.
Support the Environmental Adviser with implementation of site environmental management systems.
Basic Skills
Proficient user of Microsoft Outlook and Microsoft Office applications.
Able to carry out basic statistical work and HSE data analysis.
Strong teamwork skills with a collaborative, flexible and respectful approach.
Demonstrates high personal and professional ethics and commitment to safety.
Confident and proactive in raising and addressing quality-related and HSE issues.
Effective verbal and written communication skills in English.
Able to advise the Delivery Team to stop work when technical or HSE requirements are not met.
Capable of developing and maintaining HSE records (inspection reports, TRA, BOSS/SOC and related documentation).
Physically fit to access onshore construction work locations.
Fluent in Azerbaijani (mandatory).
Technical Qualifications
Qualification in Health and Safety Management.
Certification to ISO 45001 auditor level, NEBOSH Environmental Management, or equivalent qualification/experience is desirable.
Basic awareness of rigging and lifting operations.
Essential Experience & Requirements
Minimum of 5 years’ HSE&C experience, including exposure to project management.
HSE experience in the oil and gas sector, preferably in fabrication and onshore construction activities.
Experience working in Azerbaijan / Caspian region is preferred.
Experience in emergency response and incident investigation.
Good understanding of safety leadership, regulatory requirements and safety management systems.
Practical knowledge of fabrication and construction activities, including: working at height, lifting operations, PTW, energy isolation, commissioning, environmental and industrial hygiene risks, road safety and food safety.
Desirable Criteria
Experience in the define (front-end) stage of projects.
Bachelor’s degree in a relevant discipline.
Familiarity with the client’s Projects HSE&C processes.
Responsibilities & Objectives
Provide active HSE oversight on site, including participation in toolbox talks, safety meetings and behavioural safety programmes (RTC, SOC, BOSS or equivalent).
Act as an HSE Programme Champion, promoting safety leadership, coaching the workforce and reinforcing Stop Work Authority where unsafe conditions or behaviours exist.
Monitor, analyse and report HSE performance (incidents, audits, inspections and observations).
Ensure unsafe acts, unsafe conditions and incidents are reported, investigated and recorded in line with client procedures.
Track and close HSE actions arising from audits, inspections, observations and risk assessments.
Support risk assessment and risk management activities for both project and contractors, including task-level risk assessments.
Support emergency response preparedness, drills, transportation safety and site security arrangements.
Support implementation of environmental and social requirements, including ESIA commitments, waste and water management, and spill prevention and response.
Review contractor procedures, risk assessments and work practices against contractual, regulatory and client HSE&C expectations.
Provide HSE&C input to project planning, contractor selection, Go/No-Go reviews and execution readiness activities.
Ensure compliance with legal and regulatory requirements in line with the Project Legal & Regulatory Compliance Matrix and contribute to capturing lessons learned and continuous improvement.
